Changes language in AS 16.05.251(h) to require the Board of Fisheries policy for managing mixed stock fisheries to provide for maximum sustained yield of important and dominant salmon stocks and sustained yield of other wild fish stocks.

Amends AS 16.05.730 to require the board to direct the department to manage fisheries to achieve adequate returns of enhanced fish stocks to enhancement projects for brood stock, consistent with maximum sustained yield of important and dominant salmon stocks.

Amends AS 16.05.730 to require the board to consider the need of enhancement projects to harvest and sell fish not needed for brood stock to obtain funds for authorized purposes, if harvest is consistent with maximum sustained yield standards.

Creates new section AS 16.05.740 establishing comprehensive management standards for important and dominant salmon stocks for maximum sustained yield, including escapement goals, harvest goals, and procedures for balancing multiple salmon stocks in mixed fisheries.

Defines key terms including "important salmon stock," "dominant salmon stock," "maximum sustained yield," and "sustained yield" for salmon management purposes.
