Adds new AS 12.30.022 requiring courts to impose ignition interlock device requirements and vehicle impound restrictions as conditions of release for DUI and chemical test refusal cases.

Reduces the number of prior convictions required to qualify for class C felony DUI sentencing from two or more convictions since January 1, 1996 to one conviction within the preceding 10 years.

Lowers minimum prison sentences for class C felony DUI convictions to 120 days for one prior conviction, 240 days for two prior convictions, and 360 days for three or more prior convictions.

Applies the same prior conviction thresholds and minimum sentence reductions to chemical test refusal convictions under AS 28.35.032(p).

Maintains other sentencing requirements including $10,000 minimum fines, mandatory ignition interlock device use during probation, permanent license revocation, vehicle forfeiture, and registration revocation.
