Adds a new duty to the commissioner of fish and game to remove a game carcass when notified that game has been taken by a municipality police department under public safety provisions.

Establishes that taking of game resources to ensure public safety has priority over other management purposes in municipalities with a population exceeding 100,000.

Authorizes the Board of Game to permit municipal police departments to take game when necessary to protect human life from immediate harm.

Maintains existing preference for residents over nonresidents in taking moose, deer, elk, and caribou for personal or family consumption.
