CS FOR HOUSE BILL NO. 283(FIN) Summary

• Persons restricted from purchasing alcohol may not knowingly enter licensed premises to obtain or consume alcohol, solicit another to purchase beverages for them, or present false identification to licensees.

• Prohibits any person from purchasing alcoholic beverages for someone who is restricted from purchasing under AS 04.16.160.

• Authorizes courts to order defendants to refrain from consuming alcoholic beverages for felony convictions when alcohol substantially influenced the offense, or for misdemeanor convictions with two or more prior convictions when necessary to protect the public.

• Clarifies that the alcohol abstinence requirement can be imposed during sentencing and as a condition of probation, suspended sentence, or suspended imposition of sentence.

• Preserves courts' authority to impose alcohol consumption restrictions as additional conditions of sentence or probation beyond the specified statutory grounds.
