Expands veterinarian licensing qualifications in AS 08.98.165(a) to allow graduates of nonaccredited veterinary schools who complete a board-approved certification program, replacing the specific requirement for Educational Commission for Foreign Veterinary Graduates (ECFG) certification.

Amends AS 08.98.184 for licensure by credentials to similarly allow applicants with licenses from other states, territories, or countries who graduated from nonaccredited veterinary schools and completed a board-approved certification program instead of specifically requiring ECFG certification.

Maintains all other existing requirements for veterinarian licensure, including passing a national examination within 60 months of application, passing Alaska-specific written examination, maintaining good standing, and paying required fees.

Grants the veterinary licensing board discretion to approve alternative certification programs rather than limiting options to one specific certification process.
