Extends the termination date for statutes governing boat use, operation, and regulation by two years, from July 1, 2011 to July 1, 2013

Applies the extension to sections 3, 5, 7, 9, 11, 14, 16, 18, 20, 23, 26, and 27 of Chapter 28, SLA 2000, which relate to uniform state waterway marking systems and civil liability for boat owners

Maintains alternative trigger for earlier termination: 90 days after the Alaska Legislative Council notifies the revisor of statutes that the state did not receive federal funding for a statewide boating and safety education program in the previous fiscal year

Requires the director of legislative finance to notify the Alaska Legislative Council when the state fails to receive federal boating safety education funding, and requires majority vote approval by the Council to issue the termination notice

Act takes effect immediately upon passage
