CSHB 295(CRA) - University Land Grant

• Conveys state land to the University of Alaska by quitclaim deed within two years, with the University Research Forest conveyed after June 30, 2055, as identified in the "University of Alaska Land Grant List 2005" document dated January 12, 2005.

• Excludes 14 specifically named parcels from conveyance and allows certain land to be claimed by boroughs or municipalities before specified dates (July 1, 2012 or January 1, 2013-2016), after which unclaimed land transfers to the university.

• Requires the Board of Regents to seek public comment on land development, exchange, or sale proposals and provide 30 days' public notice; gives closest municipality first refusal on land sales.

• Designates Parcel Number SD.1001 (Sumdum) as restricted from commercial timber harvest or mineral development and requires preservation for historical, cultural, and scientific research accessible to the public.

• Declares revenue from conveyed lands as "university receipts" subject to annual legislative appropriation rather than automatic deposit to an endowment trust fund, and ratifies all prior conveyances made under earlier legislation before the Alaska Supreme Court's 2009 ruling.
