Expands distribution of indecent material to minors beyond electronic methods to include all distribution methods, and requires material to be "harmful to minors" under a three-part test involving prurient interest, serious value, and patent offensiveness standards.

Adds new sex offenses to mandatory sentencing suspension prohibitions and expands aggravating factors in sentencing to include domestic violence crimes committed in presence of children under 16 and offenses against dating or sexual relationship partners.

Establishes attorney general subpoena power to obtain Internet service account information in child exploitation investigations and amends criminal procedure rules to restrict defendants' ability to copy or reproduce child pornography materials while ensuring reasonable access for defense review.
