Authorizes issuance of $75,750,000 in certificates of participation to finance construction and equipping of the Alaska Scientific Crime Detection Laboratory in Anchorage, with estimated total lease payments of $112,000,000 and annual rental obligations of $5,600,000.

Authorizes the Department of Public Safety to enter into a lease-purchase agreement for the crime lab facility, with title vesting in the State of Alaska upon completion of all payments.

Authorizes issuance of $88,875,000 in certificates of participation for design and construction of the University of Alaska Fairbanks Life Sciences Building, with estimated total lease payments of $134,000,000 and annual rental obligations of $6,700,000.

Authorizes the University of Alaska to issue up to $20,600,000 in revenue bonds to partially finance the Life Sciences Building, with estimated annual bond payments of $1,525,000 and total payments of $30,485,000.

Makes lease-purchase payments subject to annual legislative appropriation and takes effect immediately.
