Establishes the Alaska energy efficient small business grant fund administered by the Alaska Housing Finance Corporation to provide grants for energy efficiency improvements to small businesses.

Allows grants to retrofit existing business structures or construct new business structures with assessed value not exceeding $1,000,000.

Requires business owners to be licensed to do business in Alaska with no outstanding liabilities to the state at the time of grant application.

Directs the corporation to adopt guidelines and procedures for administering the fund, using existing procedures from the Alaska energy efficient home grant fund unless circumstances warrant different standards.
