Designates smoking as a nuisance and public health hazard, prohibiting it in public transportation vehicles and waiting areas, courtrooms, legislative chambers, nursing homes, health care facilities, places of employment, correctional facilities, and enclosed public places.

Allows smoking only in private residences when not used as a place of employment or licensed health care facility, and in private clubs not licensed for alcohol sales and not used as places of employment.

Defines "enclosed public space" to include retail stores, professional offices, hotels, schools, restaurants, bars, sports facilities, libraries, museums, election polling places, and common areas in residential buildings.

Defines "place of employment" as employer-controlled areas where employees work, including work areas, offices, lounges, restrooms, conference rooms, classrooms, cafeterias, elevators, stairways, and hallways.

Repeals AS 18.35.320 and AS 18.35.330(b) from existing smoking regulations.
