Requires retail electricity suppliers to offer net energy metering at the same proportional fee as standard meters to residential and commercial customers with on-site renewable generation facilities (solar, wind, tidal, geothermal, or hydropower) up to 25 kilowatts.

Credits customers in kilowatt-hours for excess energy generated during a billing period based on the negotiated firm purchase power rate, which carry forward to reduce future bills.

Allows customers to sell unused energy credits to the retail supplier at the negotiated firm purchase power rate approved by the Regulatory Commission of Alaska, with credits expiring one year after generation.

Exempts cooperatives organized under AS 10.25 from net metering requirements unless membership votes to waive the exemption, and exempts retail suppliers generating 100 percent alternative energy.

Takes effect January 1, 2010.
