Amends AS 44.27.052(a) to grant the Alaska State Council on the Arts authority to adopt regulations under the Alaska Administrative Procedure Act (AS 44.62) to carry out its statutory powers and duties under AS 44.27.040 - 44.27.060.

Changes the ending of subsection (a)(4) from "AND" to clarify that accepting gifts, contributions, and bequests is one of multiple enumerated powers, not the final power.

Adds new subsection (a)(6) explicitly authorizing the council to adopt regulations under AS 44.62 to implement the provisions of its governing statute.

Takes effect immediately upon enactment under AS 01.10.070(c).
