Authorizes a non-binding advisory vote at the next statewide primary election asking Alaskans whether permanent fund investment earnings should help fund construction of an in-state natural gas pipeline

Specifies that annual resident dividends and inflation-proofing of the Alaska Permanent Fund would be paid first before any earnings could be appropriated for the pipeline

Directs the lieutenant governor to place the Yes/No question on the ballot in substantial compliance with state election laws

Allows deviation from standard ballot proposition preparation requirements under AS 15.60.005 to use the specific question language provided in the bill

Takes effect immediately upon passage
