Amends concealed handgun permit application requirements to post state laws and regulations on the department's website instead of providing copies with each application form, while maintaining the option to mail copies upon request.

Modifies permit renewal procedures by changing application language from "complete" to "approved" form and adds a requirement for the department to mail expiration notices at least 90 days before permit expiration, effective July 1, 2012.

Allows permittees who cease to be state residents to retain their permits without returning them, but prohibits renewal of permits by non-residents; also clarifies that expired permits may be displayed if a timely renewal form was submitted and the process was delayed.

Prohibits the department from requiring permittees to return or surrender permits upon expiration.

Requires municipal police chiefs and the Alaska State Troopers to execute federal firearms transfer forms within 30 days for qualified firearm purchasers.
