Amends AS 44.62.175 to require state agencies to post notices on the Alaska Online Public Notice System when they create, eliminate, or transfer positions in the classified, partially exempt, or exempt service.

Requires state agencies to provide at least 30 days' advance notice before creating, eliminating, or transferring a position in state service.

Mandates delivery of notices in electronic format to the governing body or chief executive of the nearest municipality and to all state legislators, with alternative means permitted if electronic capability is unavailable.

Defines "state agency" to include departments, institutions, boards, commissions, divisions, authorities, public corporations, committees, the University of Alaska, and the Alaska Railroad Corporation.

Creates new AS 44.99.450 establishing the notification requirements as part of Article 5 covering creation, elimination, or transfer of positions in state service.
