• Prohibits operation of motor vehicles registered in Alaska on highways from December 15 to March 15 unless equipped with tires designed for winter driving.

• Defines "tires designed for winter driving" as tires bearing the mountain snowflake symbol certified by the Rubber Manufacturers Association, tires approved by the department for winter driving, or tires equipped with studs.

• Requires the Department of Transportation and Public Facilities to conduct a public education campaign before the effective date to notify the public about the winter tire requirements.

• Winter tire requirement takes effect December 15, 2011; public education campaign and other provisions take effect immediately.
