Establishes a statewide traumatic or acquired brain injury program in the Department of Health and Social Services to evaluate effectiveness and availability of prevention and treatment services.

Creates a traumatic or acquired brain injury registry collecting data on health status, injury cause and severity, recovery periods, rehabilitation services access, and family financial impacts.

Authorizes Medicaid to cover case management services for traumatic or acquired brain injury as an optional service, with annual assessments required before termination of payments.

Requires the department to establish eligibility and payment standards through regulation and to consult with state agencies, nonprofits, and organizations providing brain injury services.

Defines traumatic or acquired brain injury as insult from physical force or internal damage to the brain producing altered mental state and decreased cognitive, behavioral, emotional, or physical functioning.
