Requires fines imposed and collected under AS 12.55.035 to be separately accounted for under AS 37.05.142.

Allows the legislature to appropriate up to 25 percent of fines collected under AS 12.55.035 to the Department of Health and Social Services for distribution to youth courts established under AS 47.12.400.

Specifies that no dedicated fund is created by this appropriation authority.

Provides a transition period allowing the Alaska Court System to deposit fines in the general fund while reporting estimated collections to the Department of Administration, Legislative Budget and Audit Committee, and legislature by January 1 each year.

Requires the transition provision to expire once the Alaska Court System obtains electronic capability to separately track and account for the fines, with the executive director to notify the lieutenant governor and revisor of statutes upon achieving this capability.
