Amends AS 18.16.050(c) to redefine "partial-birth abortion" as a procedure in which a person deliberately and intentionally partially vaginally delivers a living fetus for the purpose of performing an overt act that the person knows will kill the fetus, then performs that overt act other than completion of delivery.

Defines "partially vaginally delivers" as bringing about delivery of a fetus through the mother's vagina that causes the entire fetal head to be outside the mother's body in head-first presentation cases.

For breech presentation, defines partial vaginal delivery as any part of the fetal trunk past the navel being outside the mother's body.

Removes language requiring that the fetus be killed and delivery completed before the specified body parts are outside the mother's body.
