Amends AS 16.05.050(a) to add the commissioner's power to permit and regulate aquatic farming in a manner that promotes economic health and sustainability of the industry while protecting fish and game resources.

Modifies AS 16.40.100(f) to replace vague "reasonable compensation" language with specific payment rates: permittees must pay the department 10 percent of ex-vessel value for live products and 3 percent for processed products when harvesting excess wild shellfish stocks that exceed insignificant population levels.

Requires these compensation payments be deposited into the general fund, with the legislature authorized to appropriate funds received to the department for shellfish management and enhancement.

Takes effect immediately upon enactment under AS 01.10.070(c).
