Adds new Chapter 50 to AS 27 to extend the validity period of mineral resource permits by the length of time operations are stayed by court or administrative order.

Adds new Section 31.30.020 to AS 31.30 with identical provisions for oil and gas permits.

Defines "court or administrative agency" as state courts, federal courts, state agencies, or federal agencies with jurisdiction over the relevant exploration, development, or production activities.

Defines "permit" to include any permit, certification, authorization, or approval issued by the state or municipality required for mineral, oil, or gas exploration, development, or production activities.
