Increases the state personnel board membership from three to five members appointed by the governor and confirmed by the legislature in joint session

Requires the governor to appoint members from a list of at least three nominees selected by the Alaska Supreme Court chief justice, with at least one member from each of the two largest political parties

Allows up to three members (instead of two) to be from the same political party

Establishes prohibited conduct for board members during their term of office, including holding or campaigning for elective office, serving as a political party officer, and lobbying activities

Changes quorum and voting requirements from two to three members, with three affirmative votes required for final board action
