Requires parental or legal guardian notice and written consent at least 48 hours before performing an abortion on an unmarried, unemancipated minor under 17 years of age, with physician providing actual notice in person or by telephone.

Establishes judicial bypass procedure allowing minors to petition superior court for authorization to consent to abortion without parental notice; court must hold hearing by the third business day after complaint filing, with constructive authorization granted if hearing not held by deadline.

Permits abortion without parental notice if minor is victim of physical abuse, sexual abuse, or pattern of emotional abuse by parent or guardian, documented by signed notarized statement from minor and corroborating witness (sibling 21+, law enforcement, DHSS representative, grandparent, or stepparent).

Creates medical emergency exception allowing abortion without parental notice when physician determines immediate threat to minor's life or serious risk to physical health necessitates immediate abortion.

Prohibits coercion of pregnant minors to obtain abortion and requires physicians to report monthly to Department of Health and Social Services the number of abortions performed on minors, including age and consent type used.
