Appropriates $1,000,000,000 from the general fund to the transportation infrastructure fund established in the Alaska Constitution (Article IX, Section 18).

Appropriation is contingent on voter approval of a constitutional amendment establishing the transportation infrastructure fund as a dedicated fund before April 1, 2011.

Funds appropriated for capitalization of the fund do not lapse and remain available permanently.

Act takes effect April 1, 2011.
