• Expands the definition of persons subject to Alaska election campaign disclosure laws by replacing specific categories (candidate, group, nongroup entity, municipality, individual) with the broader term "person" to apply reporting requirements more universally.

• Allows individuals to make independent expenditures for ballot propositions without registration or reporting requirements if spending does not exceed $500 annually and is limited to billboards, signs, or printed materials.

• Requires expenditure reports to be filed within 10 days of spending, with expedited 24-hour reporting required for expenditures exceeding $250 made within nine days of an election.

• Mandates that non-candidate, non-individual, and non-political party entities making election communications must disclose their principal officer, obtain officer approval, provide their principal place of business, identify their five largest contributors, and state the communication is not authorized by the candidate.

• Repeals AS 15.13.140(a) and takes effect immediately upon enactment.
