• Requires individuals and groups contributing $500 or more to initiative proposal application efforts to report contributions within 30 days, including contributor name, address, occupation, employer, and contribution amount.

• Mandates groups spending over 50 percent of contributions or expenditures on a single initiative ballot measure to include the initiative's title or name in the group's name, and groups opposing an initiative must use words like "opposes" or "against" in their group name.

• Extends campaign finance registration and reporting requirements to apply to initiative proposal applications filed with the lieutenant governor under AS 15.45.020.

• Requires the lieutenant governor to hold two or more public hearings in each judicial district at least 30 days before an initiative election, with testimony from one supporter and one opponent, and to provide live audio and video broadcast on the state website if technologically and economically feasible.

• Requires a standing committee of the legislature, selected jointly by presiding officers of both chambers, to hold at least one hearing on each certified initiative within 30 days after the legislative session preceding the statewide election.
