School districts must provide biannual reports to the Alaska Challenge Youth Academy director on January 15 and July 15 each year containing student name, last known address, and dates of attendance

Reports cover students ages 15-18 who are no longer enrolled, have not transferred or graduated, and have not received a high school diploma or GED certificate

School districts must notify parents or guardians (or students age 18+) at the beginning of each school year about the information disclosure and provide an opportunity to object

The Alaska Challenge Youth Academy director must certify in writing that student information will not be disclosed to other parties except as necessary to recruit and retain students

The law applies to students who left school on or after September 1, 2010
