Increases public members on the Alaska Industrial Development and Export Authority from two to five, each requiring expertise in private sector business or industry and demonstrated leadership skills.

Establishes legislative intent that public members provide broad geographical representation and represent a spectrum of industries important to state economic development, recognizing directors also serve on the Alaska Energy Authority.

Removes the requirement for one member to be a principal department head appointed by the governor, replacing it with expansion of general public membership.

Allows commissioners unable to attend meetings to designate a deputy or assistant to serve in their place as a member.

Establishes staggered terms for the three new public members, with one serving a one-year term and two serving two-year terms to ensure continuity.
