• Authorizes sharing of fish ticket information and records of total value purchased by fishermen, buyers, or processors with the National Marine Fisheries Service to enforce industry fees under federal fishing capacity reduction programs (16 U.S.C. 1861a).

• Requires fish processor license applicants to agree to pay any industry fees levied under a federal fishing capacity reduction program as a condition of obtaining and maintaining a fisheries business license.

• Prohibits the department from issuing a fisheries business license if the applicant has unpaid industry fees determined by the National Marine Fisheries Service, unless the applicant provides certification that the federal administrative process met due process requirements and all remedies were exhausted.

• Takes effect immediately upon enactment under AS 01.10.070(c).
