Prohibits conducting clinical trials on prescription drugs or biological products in Alaska without registering with the department and receiving approval from a commissioner-recognized institutional review board.

Creates a statewide clinical trials registry in the department to serve as a comprehensive public repository of all clinical trial information conducted in the state, regardless of trial outcome.

Registry must include drug manufacturer/sponsor name, trial purpose summary, start and end dates, trial results including adverse side effects, and other nonconfidential information deemed relevant by the commissioner.

Provides immunity from liability for persons or entities that report, receive, or disclose information related to the clinical trials registry.

Applies to clinical trials of prescription drugs and biological products that begin in Alaska on or after the effective date of the act.
