Increases the required period of continuous business use from 5 years to 10 years for individuals to qualify for preference rights to purchase or lease up to five acres of state land.

Removes the requirement that the business must have produced at least 25 percent of the applicant's total income during the preceding five years.

Removes the requirement that the applicant must have operated under a federal permit or without a permit before receiving state authorization; now requires only a state use permit or state lease.

Clarifies that a subsequent change in land classification does not prevent an individual from obtaining the preference right to purchase or lease the land.

Applies the amended provisions only to applications filed on or after the effective date of the Act.
