Removes the 60 charter school cap that previously limited the state Board of Education and Early Development from approving more than 60 charter schools to operate simultaneously.

Establishes a supplemental charter school facilities construction, lease, and major maintenance grant program based on per-pupil funding formula.

Provides federal grant funding for up to five years with declining state cost-sharing: 90% first year, 80% second year, 60% third year, 40% fourth year, and 20% fifth year of allowable costs.

Requires school districts and regional educational attendance areas to provide a participating share equal to the difference between available federal funding and state aid of at least one dollar per charter school pupil enrolled.

Sunsets the charter school facilities grant program on July 1, 2015.
