Establishes a Board of Electrical Examiners composed of five members (two electrical administrators, two journeymen with electrical fitness certificates, and one inspector with 10 years experience) appointed by the governor and confirmed by the legislature.

Establishes a Board of Mechanical Examiners with identical composition (two mechanical administrators, two journeymen with plumbing fitness certificates, and one inspector with 10 years experience) appointed by the governor and confirmed by the legislature.

Transfers regulatory authority over electrical and mechanical administrator licensing, examination, discipline, and standards from the Department of Commerce to the respective boards, effective June 30, 2014.

Board members serve staggered initial terms of one, two, and three years; boards must meet at least annually and require majority votes to make decisions.

Allows the Department of Commerce to continue issuing licenses without board approval until the boards adopt their initial procedures for license application and renewal review.
