Amends AS 28.05.011(a) to authorize the Department of Public Safety to adopt regulations restricting minitruck use on highways with maximum posted speeds exceeding 65 miles per hour.

Prohibits operation of a minitruck at speeds that impede normal traffic movement, except when necessary for safe operation or compliance with statutes, regulations, or ordinances.

Adds definitions to AS 28.90.990(a) for "minitruck" as a pick-up truck meeting departmental weight, equipment, and safety standards that has not been modified to exceed 70 miles per hour maximum speed.

Defines "pick-up truck" as a motor vehicle with a partially open body designed for transporting both persons and property.

Clarifies that state regulations on electric personal motor vehicles cannot prohibit their use on sidewalks, bike paths, or pedestrian-restricted areas, though municipalities may enact local ordinances to meet specific requirements.
