Amends AS 24.60.037(e) to clarify that when conflicts exist between open meetings guidelines and the Uniform Rules of the Alaska State Legislature, the uniform rules prevail.

Modifies AS 24.60.037(g)(2) to expand the definition of "legislative body" to include the Committee on Committees and explicitly list types of committees subject to open meetings requirements.

Removes exemptions that previously excluded certain groups from open meetings requirements, including committees organized to address internal legislative matters, meetings with the Governor's office, legislative leadership meetings, and caucus officers.

Repeals AS 24.60.037(c) in its entirety.

Takes effect immediately upon passage.
