Establishes a health care professions loan repayment and employment incentive program administered by the Department of Health and Social Services to address shortages of certain health care professionals in Alaska.

Creates two tiers of eligible professionals: Tier I (dentists, pharmacists, physicians) and Tier II (dental hygienists, registered nurses, certified nurse practitioners, physician assistants, physical therapists, clinical psychologists, clinical social workers with master's degrees).

Provides loan repayments up to 33.3 percent of unpaid education loan balances over up to three years, plus direct incentive payments ranging from $20,000 to $47,000 annually depending on professional tier and position difficulty, with employer matching contributions required.

Limits program participation to 90 total participants annually, with at least three participants per healthcare profession employed in hard-to-fill positions, and establishes a six-year lifetime maximum participation period per professional.

Prioritizes eligible employment sites based on percentages of uninsured patients, medical assistance recipients, Medicare-eligible individuals, or federal health program beneficiaries served.
