Amends Alaska statutes to make the Department of Administration responsible for security of data processing records produced or maintained by executive branch agencies' automatic data processing resources and activities.

Designates the Commissioner of Administration as the Chief Information Officer in the executive branch, with duties and powers under specified statutes related to data processing and telecommunications.

Requires the Department of Administration to develop and maintain policies, define agency responsibilities, and establish procedures to ensure data processing records are secure from unlawful release.

Mandates the state information systems plan adopted by the commissioner must satisfy the security requirements for data processing records.

Requires the Department of Administration to submit a biennial report to the legislature by January 1 every two years evaluating the effectiveness of its data processing records security implementation.
