Amends the definition of "political party" in Alaska Statutes (AS 15.60.010(25)) by replacing performance-based criteria with a membership threshold.

Removes the requirement that a party nominate a gubernatorial candidate receiving at least three percent of votes cast or have registered voters equal to three percent of gubernatorial votes.

Eliminates alternative criteria based on U.S. Senate or U.S. House candidate performance if governor races are not on the ballot.

Establishes a new standard requiring a political party to have at least 2,500 registered voters in the state and represent a political program.
