Adds new section 12.36.070 to Alaska law establishing a procedure for property owners to request return of their property held by law enforcement agencies.

Requires law enforcement agencies to request a court hearing upon receiving an owner's return request.

Court must order property returned to the owner if the owner proves ownership and the law enforcement agency cannot prove it is authorized to retain the property.

Court may impose reasonable conditions on owners receiving their property back.
