Expands reporting requirements to apply to all persons making campaign expenditures, not limited to candidates, groups, or nongroup entities.

Requires expenditure reports to be filed with the Alaska Public Offices Commission within three days of making an expenditure, or within 24 hours for expenditures exceeding $250 made within nine days of an election.

Mandates that persons other than candidates, individuals, or political parties disclose their principal officer, top 10 contributors, principal place of business, and obtain officer certification that communications are not defamatory.

Exempts individuals acting independently from certain reporting and identification requirements when making expenditures under $500 annually for billboards, signs, or printed material regarding ballot propositions.

Requires independent expenditure communications to include a statement certifying the communication is not authorized or approved by any candidate.
