Creates the Board of Child Custody Investigators consisting of seven members: two superior court judges, two attorneys, one child custody investigator, and two public members, all appointed by the governor with staggered three-year terms.

Board shall establish licensure criteria, adopt ethics codes, develop complaint procedures, review investigator misconduct allegations, and adopt necessary regulations to oversee child custody investigators.

Requires individuals to be licensed under the new chapter to engage in business as a child custody investigator in the state.

Allows existing child custody investigators to continue practicing for 180 days after the board adopts application criteria, creating a transition period for licensure implementation.

Adds the Board of Child Custody Investigators to the list of boards under the Department of Commerce, Community, and Economic Development that may request assistance and treatment services for licensed persons with substance abuse issues.
