Allows Board of Fisheries members to deliberate on matters where they have personal or financial interests from their own fishery participation, but prohibits them from voting on those issues.

Requires members to disclose their interest on the record before deliberating, and if a conflict is determined, they must abstain from voting.

Redefines "immediate family member" for Board of Fisheries members to include spouses, domestic partners, and relatives (parents, children, siblings) who live with the member, are financially dependent on them, or share substantial financial interests.

Applies the conflict-of-interest exception only to activities conducted under permits or licenses issued under AS 16.05, AS 16.40.270, or AS 16.43.

Sunsets the new conflict-of-interest exception on June 30, 2012, with the Department of Fish and Game required to submit a report by January 31, 2012 comparing recusal rates and recommending whether the exception should be extended.
