Establishes a nine-member Legislative Study Group on the Establishment of an Immediate Online Political Campaign Reporting System within the legislative branch, with members appointed by the House speaker, House minority leader, Senate president, Senate minority leader, the Alaska Public Offices Commission executive director, the governor (for three positions including online banking expertise and banking entity expertise), and two public members.

Study group chair shall be selected by majority vote of members, with legislative staff serving as study group staff and a majority constituting a quorum for all business and actions.

Requires study group to submit written interim report by January 19, 2010, and full written report with findings and recommendations by February 1, 2011, to State Affairs committees of both chambers, which shall hold one or more public hearings.

Study group shall review how online banking system technologies used for financial monitoring and transfers might be adapted for state political campaign reporting and provide policy recommendations for making campaign contribution and expenditure reports immediately accessible to the public online.

Study group members receive transportation expenses and per diem allowances, and the study group is terminated on February 8, 2011.
