Amends geographic pay differentials for non-union state employees in Alaska by replacing the previous "pay steps" system with multipliers applied to basic salary for each election district.

Adjusts pay multipliers for various election districts, including changes to District 6 (eliminating separate Valdez duty station distinction), District 16 (eliminating separate Arctic Circle distinctions), and other districts with multiplier adjustments ranging from 0.95 to 1.55.

Expands the director of personnel's authority to establish salary differentials for positions located anywhere outside the state, rather than limiting it to foreign countries only.

Requires the director to conduct a cost-of-living survey at least every five years to review pay differentials, using Anchorage as the cost-of-living base and removing Seattle, Washington from the survey scope.

Protects employees employed for at least 30 consecutive days before the effective date from having compensation decreased due to the act, and prevents compensation increases until they exceed the amount under the new pay structure.

Takes effect July 1, 2010.
