Repeals and reenacts AS 39.27.011(a) to establish a new monthly basic salary schedule for classified and partially exempt state employees not covered by collective bargaining agreements, with ranges 05-30 and steps A-F.

Changes salary increase effective dates from July 1, 2008 and 2009 to July 1, 2011 and 2012, with increases reduced from three percent to two percent in each year.

Extends comparable salary adjustments to exempt officers and permanent/temporary employees in the executive branch (excluding governor and lieutenant governor) who are not otherwise covered by the codified salary schedule.

Extends comparable salary adjustments to permanent and temporary employees and magistrates in the judicial branch (excluding justices and judges), with justices and judges receiving adjustments under existing Alaska statutes.

Authorizes University of Alaska employees not covered by collective bargaining to receive salary increases according to the Board of Regents compensation policy, effective July 1, 2010.
