Establishes Alaska Health Freedom Act declaring that individuals have the right to choose or decline any mode of obtaining health care services without penalty or threat of penalty.

Defines "mode of obtaining" as directly purchasing health care services from a provider or purchasing insurance covering health care services.

Defines "penalty" as a fine, tax, surcharge, fee, or other monetary charge related to health care choices.

Exempts health care services provided or required by the state, political subdivisions, or state courts from the policy provisions.

Does not impair existing contract rights that provide health care services.
