Restricts permits for geoduck farming in areas without existing wild geoduck stocks to exclude operations in intertidal habitats or environments.

Allows certified hatcheries to transfer geoduck seed to aquatic farms located in fisheries management areas that are contiguous to the Gulf of Alaska, subject to existing disease control regulations.
