Requires Department of Environmental Conservation to collect annual reports from permit holders for mixing zones, including pollutant amounts, nature, location, type, and duration of permitted activities, with exemptions for streambed disturbance, water turbidity, and private sewage systems.

Prohibits mixing zone authorizations in freshwater spawning areas for anadromous fish and 12 specified resident fish species, with exceptions for existing wastewater facilities and turbidity mixing zones for placer mines that do not adversely affect spawning.

Mandates public notice and 30-day comment period for sewage system or treatment works modifications that increase discharge volume by more than 50 percent, published in at least two newspapers and on the Alaska Online Public Notice System.

Requires department to compile annual mixing zone reports and make information publicly available on its Internet website.

Applies reporting requirements only to new mixing zone permits and modifications submitted after the bill's effective date; exempts existing wastewater facilities where spawning became established after initial operation.
