Alaska Legislative Council must develop specifications for construction of a new legislative hall or renovation of an existing building by July 15, 2010, including requirements for fire and building codes, ADA compliance, HVAC systems, and wiring for technology and security.

Specifications must address 20 categories of space including private legislator offices, chambers with electronic voting, committee rooms, public lounges, child care facility, print shop, maintenance shop, media office, and parking with covered walkways.

Alaska Legislative Council shall solicit proposals requiring firm financing commitments, state payments not exceeding $1 per year, project completion by June 30, 2015, and consideration of transportation costs from at least five cities across judicial districts.

Legislative Council shall select a proposal by December 15, 2011, and submit it to the legislature for approval by concurrent resolution within six months; rejected or unapproved proposals allow for revised specifications and new solicitation rounds.

Upon legislative approval, the legislature shall convene in the new legislative hall beginning with the first regular session after project completion, and the revisor of statutes shall prepare conforming statutory changes.
